The Levin Institute Signs Strategic Cooperative Agreement with China's National Center for Science and Technology Evaluation (NCSTE)

New York, N.Y. March 26, 2007   The Levin Institute’s Provost and Academic Vice President Dr. Denis Simon and Mr. ZHANG Xiaoyuan, director-general of China’s National Center for Science and Technology Evaluation (NCSTE), signed a cooperative agreement between the two organizations on March, 22, 2007 in Beijing, China.

Founded in 1997 with the approval of the Ministry of Science and Technology (MOST) of China, NCSTE is China’s leading organization in science and technology evaluation.  It conducts objective and impartial assessments of programs for government, enterprises, and investment organizations, provides consulting services  within a wide range of technology sectors, and promotes a dialogue between government, industries, and academies.

NCSTE has been involved in the evaluation of China’s major S&T programs, such as the State High-Tech Research and Development Program (known as the 863 Program), and the State Key Basic Research and Development Program (known as the 973 Program).  Now, the center is responsible for assessing and evaluating the progress of China’s Medium and Long-Term Plan for the Development of Science and Technology.

NCSTE has worked with UNDP, APEC, and other international organizations and cooperated with governments, NGOs, and academic institutions in the United States, France, Canada, Japan, New Zealand, Australia, United Kingdom, Thailand, Korea, and India.

According to the Levin-NCSTE agreement, the two organizations will work together to promote personnel exchange and training; explore and develop cooperative research programs in areas of mutual interest; exchange publications and data; and hold conferences and workshops.

“The agreement will benefit SUNY as a whole,” Dr. Simon added, “as the Levin Institute will tap into the expertise of other SUNY campuses per the interests and research foci of the overall faculty throughout the system."

The Neil D. Levin Institute of International Relations is a new graduate level institution situated in New York City under the State University of New York. Its core mission is to train traditional graduate students and working professionals to live and work effectively and ethically in the globalized world of the 21st century. As an academic start-up, the Levin Institute has developed an innovative, modular-type, team-oriented, project based pedagogy that emphasizes the teaching of skills needed to be effective at managing across borders and cultures.
